Why does a concrete floor keep dusting?
Because its top layer is weak: laitance left by finishing, or concrete that dried too fast, wears away under wheels and brooms, and new dust comes up from the open surface every day. Sweeping only exposes more. Grinding removes the weak layer, and a sealer binds what is left.
Oil, spills and cracks make it worse. The survey looks at how weak the surface is and what crosses it, because a dusting slab under forklifts needs a floor system, not a clear coat.
